On a gray, rainy afternoon in Houston, Texas, floodwaters from the rushing bayou rose quickly. Most people hurried past, eager to get home, but one passerby stopped in their tracks. Hidden in the reeds, a tiny white puppy clung to life, shivering violently as the current pulled at him.
