Instead, plans placed him at the Pentagon commemoration, while Vice President JD Vance was expected at Ground Zero and other officials at the Flight 93 memorial in Pennsylvania. The arrangement allowed the administration to honor all three major sites connected to the attacks. The controversy centered on Trump’s location and the reason for it, while organizers maintained the ceremony’s traditional focus on victims and their families.
